1. You will NOT be able to vnc from your dorm machine to another computer in another campus or another computer in the same campus but different building, since buildings and campuses have different firewalls. The only way to make it work is if you have 2 computers in the same building (in the same campus of course) on the same switch, hence, they would have the same firewall.
2. It will NOT work from a lab machine to your dorm machine, since it'll not allow connection from outside the firewall.
3. Finally, it will work when remoting from your dorm to your home computer depending on your firewall settings at home -- whether you have a router, which will affect your outgoing connection.
